Best Agentic Voice AI for Sales Teams in India

Quick answer: As at 10 October 2026, only Sarvam AI and Bolna, of the 12 platforms we compared, show all ten Indian languages we checked on both speech recognition and voice with no beta, alpha or model caveat (Bolna via Sarvam’s models). Exotel reaches ten with nine in alpha. First, prove the agent can dial from your own 140-series number.

“Best agentic voice AI platform for sales teams in India” is really three questions. Can the agent sell in the languages your buyers speak, including Hinglish? Can it call from a number India’s telecom rules allow for selling? And where is the audio processed while it does? This page scores twelve platforms on those questions from each vendor’s own pages, read on 10 October 2026.

Whether AI cold calling is lawful in India at all is covered in our guide to AI cold calling under TRAI’s TCCCPR rules; this page is about choosing the software.

Best agentic voice AI platforms for sales teams in India 2026: how we chose the 12

We wrote one inclusion rule before filling any cell. The candidate list was twelve platforms: eight built in India (Sarvam AI, Gnani.ai, Exotel, Ozonetel, Jio Haptik, Bolna, Smallest AI, Ringg AI) and four global platforms (Retell AI, Vapi, ElevenLabs Agents, Bland). A candidate stayed in if, as at 10 October 2026, its own website offered an AI voice agent that can place outbound phone calls. All twelve passed. This is the 12 we compared, not a sweep of the market.

Each platform was scored on four questions from its own pages, naming the page and unit where counts differ.

  1. Indian-language coverage. Which of Hindi, Bengali, Marathi, Telugu, Tamil, Gujarati, Kannada, Malayalam, Punjabi and Odia does the vendor show on both recognition and voice? We chose these ten; your list may differ.
  2. Mixed-language calls. What does the vendor say about Hinglish, code-mixing, or a caller switching language mid-call?
  3. Indian numbers. How does a number you can legally sell from reach the agent?
  4. Where the call is processed. Does the vendor state India-hosted processing or data residency, and on what plan?

Which voice AI platforms speak Hindi, Tamil, Telugu and other Indian languages?

The Indian-language coverage matrix below applies one rule to every row. A tick means the vendor’s own pages show the language supported for live voice-agent calls on both speech recognition and speech output: either a recognition list and a voice list that both include it, or an agent-level statement that names it (for example, that the vendor’s voice agent converses in or understands it; Ringg AI’s ticks rest on such a statement). For provider-routed platforms (Bolna, Retell AI, Vapi), a tick needs one recognition provider and one voice provider that the vendor’s own docs list for that language. “β” and “α” mean the vendor labels the language beta or alpha on either side. “m” means it is listed only for a model that the vendor’s own agent pages do not make the default. A dash means not shown on both sides on the pages we read, not proof of absence.

Four things in that grid change a buying decision.

Listed is not the same as production-ready. On the pages we read, Exotel and Smallest AI publish a maturity label per language. Exotel certifies only English and Hindi (“Fully validated across multiple datasets and evaluations”); the other nine Indian languages sit under “Alpha / Early Access — Indian languages”, which Exotel defines as “Available for experimentation and to take to Beta”. Smallest AI’s Pulse speech-to-text model card labels Tamil, Telugu, Kannada and Malayalam “Beta” on streaming, served from its India region only. A plain tick means a language is offered, not how well it performs on a noisy line.

The voice list and the listening list are different lists. Smallest AI’s voice catalogue covers all ten, but its streaming speech-to-text list, which is what a live call uses, has no Punjabi, so Punjabi gets a dash. Its streaming auto-detection also splits India into a “north_indic” group and a “multi-south-indic” group, so one call cannot auto-detect Hindi and Tamil together. Bolna’s sarvam-voice page puts it in one line: “A language your agent can transcribe is not necessarily one it can speak.” Gnani’s nine come from its own speech-to-text and voice pages; its Inya Workforce page says “40+ languages including 12+ Indic languages” without naming them, and Odia is not on the speech pages we read.

Provider-routed platforms are only as wide as the pair you pick. Bolna’s languages page says “Each language also needs a transcriber and a voice that support it, and coverage varies by provider”; its ten ticks hold when you pair Sarvam’s transcriber with Sarvam’s voice, which Bolna’s provider pages list for all ten. Vapi’s multilingual page gives only provider-level counts, but its provider pages list nine of the ten with a voice (ElevenLabs or Cartesia) and a transcriber (ElevenLabs); Odia has a transcriber but no voice on those pages. Retell’s own table shows four. ElevenLabs is model-dependent: its model guide lists Eleven v4 Turbo, Flash v2.5, Flash v2 and Multilingual v2 for the Agents Platform, and only the v4 family lists all ten, but its Agents Language page says added languages “switch the agent to use the v2.5 Multilingual model”, and Flash v2.5 carries only Hindi and Tamil of the ten. Confirm which model your agent actually runs.

A count on a marketing page is not a language list. Ozonetel’s Voice AI Agents page says “12+ Languages” and names only Hindi among Indian languages; Haptik’s says “100+ languages” and names none. Haptik’s help-centre article on voice bots, last updated 26 August 2022, says voice support is “only for English and Hindi languages on our SDK”, which describes its web SDK at that date rather than phone agents, so it does not earn a tick. Ask both for the list in writing.

In one sentence: as at 10 October 2026, Sarvam AI and Bolna (pairing Sarvam’s models) are the two of the 12 we compared whose own pages show all ten languages on both recognition and voice with no beta, alpha or model caveat; Exotel and ElevenLabs reach ten only with alpha or model-dependent entries, Smallest AI (four of them beta), Gnani.ai and Vapi show nine, Ringg AI eight, Retell AI four, Ozonetel and Bland one, and Jio Haptik none.

Can the AI agent handle Hinglish and mid-call language switching?

A Pune buyer may open in Marathi, ask about price in English and object in Hindi; what matters is the turn where the caller switches.

Platform What its own pages say about mixed-language calls The limit stated on the same pages
Sarvam AI Agents “can also handle code-mixed speech”; a setting lets the agent follow the caller when they change language A per-language voice is chosen from the starting language and stays for the whole call
Bolna Home page names Hinglish; automatic mid-call detection is “tuned for English and ten Indian languages” Odia and Assamese are listed but are not in the auto-detection set
Smallest AI Indian Pro voices “code-switch en↔hi” Speech formatting and smart turn detection work only when the agent’s default language is English or Hindi
Exotel Voicebot page: “fluent in Hindi, English, and Hinglish”; each language row lists the secondary languages allowed in the same call Some code-switching “only works when STT and TTS come from the same provider”
Gnani.ai Inya page: “Code-Switching Mid Sentence”; a Language Switch prompt detects requests to change language If a language is in the configuration but not in the prompt, “switching will fail at runtime”
Ringg AI Agents take a primary and an optional secondary language; its Parrot speech-to-text supports “code-mixed speech” Parrot is in beta and covers Hindi and English only
Ozonetel CXi page: “switching languages mid-conversation” in “English, Hindi, and more” No per-language detail on the pages we read
Retell AI Deepgram and Soniox “support any-to-any code-switching for multilingual agents” “Azure is single-language only”; every language must sit with one voice and one recognition provider
Vapi Deepgram, Google, Gladia and AssemblyAI transcribers auto-detect; Gladia and AssemblyAI handle code-switching Azure transcription has “no auto-detection”
ElevenLabs Agents A language-detection system tool lets the agent “switch its output language to any the agent supports”; it is not enabled automatically Its Language page also says “Language selection is fixed for the duration of the call”, in the section on callers choosing a language before the call
Bland “hi-Latn” (Hindi in Latin script) plus a Babel mode that switches languages “on the fly” Babel is labelled beta and “Experimental”
Jio Haptik Voice page: callers can “speak in their preferred dialects” No per-language switching detail on the pages we read

The pattern: most Indian-built platforms describe mixed-language calls as built in; global platforms make it a property of the speech provider you choose, which means one extra test per provider combination. Our language parity test for multilingual AI agents gives probes to adapt for Hindi-English switching, and our comparison of voice agent APIs for multilingual support explains why turn detection is usually the narrowest list.

The 140-series test: can the platform dial from your own registered number?

Here is the decision rule we use, which we call the 140-series test: an agentic voice platform is ready for Indian outbound sales only if you can make it place a call from a 140-series number registered to your business, and you know which country the audio is processed in while it does. Language coverage is irrelevant until that is true.

The reason is TRAI’s. Under regulation 3 of the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR), commercial communication may travel only through registered headers or special-series numbers, and a sender not registered with any access provider may not make any commercial communication; if it does, all its telecom resources may be suspended or disconnected. TRAI’s explanatory memorandum to the 2026 Third Amendment summarises the numbering: 140xx is “mandated for promotional calls by all the registered Senders and Telemarketers”; 1600xx for service and transactional calls by banking, financial services and insurance (BFSI) entities and for government; and 1601xx for service and transactional calls in other sectors. Two qualifications matter. TRAI says it is introducing 1601xx “in a phased manner”, with a first-phase Direction of 10 August 2026 “covering Utilities, Logistics and Courier services”. And TRAI says it may not be desirable to mandate 1600 numbers for every BFSI entity, and the amendment lets it exempt classes of senders. A sales pitch belongs on 140xx; how to classify each call is in our TRAI legality guide.

Platform How an Indian number reaches the agent (vendor’s own pages) Where the call is processed (as stated) 140-series test, as at 10 Oct 2026
Bolna Plivo, Exotel, Twilio, Vobiz or your own SIP trunk; a guide to getting 140-series numbers (through Vobiz) and 160-series numbers (through Plivo) after DLT registration US by default; India data residency on Enterprise plans, which needs Plivo, listed speech providers, Azure OpenAI and no customer-supplied API keys DLT steps and a Vobiz 140-series route documented; its India-server guide requires Plivo, so ask whether the two combine
Sarvam AI Rent numbers in-platform after KYC (through Vobiz), or bring Exotel, Twilio, Smartflo, Pulse, Intalk, Vobiz or Plivo “All data, including any PII, stays within India”; models self-hosted by Sarvam Indian carrier routes documented; no 140-series guide on the pages we read
Exotel Its own numbers (ExoPhones), assigned after sign-up and KYC Separate in.exotel.com and sg.exotel.com voicebot consoles Exotel is the telephony provider; ask for a 140-series ExoPhone
Smallest AI Rent in-platform; Indian numbers “require regulatory compliance approval before activation”, with registration and GST certificates; or SIP On-premise deployment of its speech models; south-Indian auto-detection runs in its India region only Indian numbers documented; series not stated on that page
Ringg AI Ringg numbers, or your own Plivo, Exotel or Twilio; guides also cover Ozonetel, Ameyo and SIP Security page lists SOC 2 Type II, ISO 27001, HIPAA and GDPR; no hosting region named there Indian carrier routes documented
Ozonetel Sells its own cloud telephony and auto-diallers alongside the agents Not covered on the two product pages we read Ask: carrier-side vendor
Gnani.ai Import Twilio numbers in Agent Builder; telephony integrations listed on its Inya page On-premise, private cloud and air-gapped deployment; agent hosting regions Asia, United States and Europe Ask which Indian carrier routes are supported
Jio Haptik Demo-led; the voice page covers telephone, app and web channels Not covered on the pages we read Ask
ElevenLabs Agents Exotel integration (inbound and outbound, Singapore and Mumbai clusters); Plivo; SIP trunking India isolated environment for data residency, an Enterprise feature Possible through Exotel
Retell AI Buys “US and Canada numbers” only; your own carrier over elastic SIP trunking or SIP URI On-premise deployment “to meet strict security and data residency requirements” Only over SIP from an Indian carrier; test it
Vapi Free numbers use US area codes and are inbound only; its Plivo guide says Indian numbers “cannot be used with Plivo on Vapi due to TRAI regulations” US by default; an EU region on its Premier package Not via Plivo, by Vapi’s own statement
Bland SIP with an Asia-Pacific edge (asia2) beside US, Canada and Europe Not covered on the SIP page Only over SIP; test it

Vapi’s Plivo guide says Indian numbers cannot be used with Plivo on Vapi because “these regulations require SIP termination to occur via an Indian server, which Vapi does not currently support”. That is Vapi’s reading of the rules, not a TRAI text we have read. Retell’s documentation shows a Retell-managed number can call India at $0.15 a minute on Twilio as at 10 October 2026; a call from a US number is still not a 140-series call from your registered business.

In one sentence: as at 10 October 2026, Bolna’s docs cover DLT registration and buying Indian numbers through Vobiz, but its India-server guide names Plivo as the required telephony provider, so ask Bolna whether a Vobiz 140-series number can run on Indian servers; Sarvam, Exotel, Smallest AI, Ringg AI and ElevenLabs (through Exotel) document routes to Indian numbers; Retell, Vapi and Bland need an Indian SIP route you prove yourself; for Ozonetel, Gnani.ai and Jio Haptik, ask.

DLT and numbering readiness checklist before an AI sales campaign in India

None of the twelve platforms does this paperwork for you. Sarvam’s campaign documentation puts it plainly: “Calling compliance is your responsibility.” Before the first call, have each of these in hand. The checklist reflects the TCCCPR as consolidated by TRAI on 21 May 2026 and the Third Amendment notified on 18 September 2026; it is not legal advice.

  1. Sender registration. Register as a principal entity with an access provider on its DLT (distributed ledger technology) platform. Bolna’s guide lists the documents: certificate of incorporation, GST certificate, company PAN, director list and memorandum, and a director-signed letter of authorisation.
  2. The right series. A 140-series number for any call that sells. Use 1600xx or 1601xx only for service or transactional calls, and only if your sector has been allotted that series.
  3. Written notice of automation. Until the Third Amendment’s A2P rules commence, regulation 4 requires every sender to notify its originating access provider, in advance and in writing, of its use of auto-diallers or robo-calls and the intended objective of those calls. A fully autonomous AI agent fits the robo-call definition in regulation 2(bc). The Third Amendment substitutes regulation 4 with the A2P declaration below, so this notice is replaced by that declaration when it commences.
  4. A2P declaration, when it starts. Under the Third Amendment’s new regulation 4, which replaces the auto-dialler and robo-call notice, every sender making application-to-person (A2P) calls must declare that use in advance, with details such as its calling line identity (CLI) ranges and any other details TRAI specifies, to its originating operator, which records the declaration on the DLT platform, and undeclared A2P calls are treated as unsolicited. Those rules take effect 60 days after Gazette publication, so check the date before you rely on either side of it.
  5. Scrubbing and opt-outs. Scrub every list against the preference register before each campaign, and keep an organisation-wide suppression list; Sarvam’s DND list is one example of where this lives in a platform.
  6. A carrier that will terminate your 140-series number into the platform. This is the 140-series test. Get it in writing from both the platform and the carrier.

The do-it-yourself cost is elapsed time and documents, not software; Bolna’s 160-series guide lists eight steps from DLT registration to an active number. Start the paperwork before the platform trial.

Who each platform is wrong for

These are the cases where each vendor’s own documentation says it is not the right choice.

  • Sarvam AI is wrong if you need text agents, WhatsApp voice agents or voice cloning without an enterprise plan.
  • Gnani.ai is wrong if Odia is a core language (it is not on Gnani’s speech API pages) or you need an agent region named India; its region API lists Asia, United States and Europe.
  • Exotel is wrong if your campaign’s main language is anything other than English or Hindi and you need a certified, generally available stack now.
  • Ozonetel and Jio Haptik are wrong if you want to self-serve and read the language list before a sales call; both are demo-led on the pages we read.
  • Bolna is wrong if you need India-only processing but cannot use Plivo and Azure OpenAI, which its India-server guide requires.
  • Smallest AI is wrong if Punjabi is a core language (it is not on its streaming speech-to-text list), or if you need its smart turn detection with a default language other than English or Hindi.
  • Ringg AI is wrong if you need Punjabi or Odia confirmed before you sign; neither is on its home-page language list.
  • Retell AI is wrong if Bengali, Telugu, Gujarati, Malayalam, Punjabi or Odia is a core language; they are not in its provider table.
  • Vapi is wrong if your Indian numbers sit with Plivo, by Vapi’s own statement, or if Odia is a core language (no Odia voice on its provider pages).
  • ElevenLabs Agents is wrong if you need India data residency without an enterprise contract.
  • Bland is wrong if you need any Indian language other than Hindi from its standard language list.

The honest summary: Sarvam AI documents all ten languages, India-hosted processing and Indian number routes on its own pages; Bolna documents all three too, but ask whether its Plivo-only India-server route works with your 140-series number; for a global platform, plan on routing it through an Indian telephony provider such as Exotel or Plivo.

How to run a one-week bake-off between two finalists

Shortlist two platforms, then test them on your own calls.

  1. Day 1: number route. Ask each finalist to show a test call placed from a number on your DLT-registered account, or from the carrier route you will use in production. If neither can, stop here.
  2. Day 2: script in three languages. Load one qualification script in Hindi, your second language and English.
  3. Day 3: switching probes. Native speakers switch language on the third turn and mix English product words into Hindi. Record which turn breaks.
  4. Day 4: numbers and names. Test prices in rupees, phone numbers, dates and Indian names read aloud.
  5. Day 5: processing location. Get written confirmation of where audio, transcripts and logs are processed for your plan.

The honest cost: two native-speaker testers for most of a week, a few hundred test minutes per platform, and someone who can read call logs. For a team placing tens of thousands of calls a month that is cheap insurance; for a few hundred, one platform, one Indian telephony partner and one language may be enough.

Our page on multilingual AI sales agents in 30+ languages covers when a second language is worth its cost. One disclosure: Zian’s own site lists 30+ languages and names English, Mandarin, Arabic, French, German, Spanish and Japanese; it does not name an Indian language, so the same day-two test applies to us.

Frequently asked questions

Which AI voice agent platforms support the most Indian languages?

Of the 12 platforms we compared, as at 10 October 2026, only Sarvam AI and Bolna show all ten Indian languages we checked (Hindi, Bengali, Marathi, Telugu, Tamil, Gujarati, Kannada, Malayalam, Punjabi, Odia) on both speech recognition and voice with no beta, alpha or model caveat; on Bolna that means pairing Sarvam’s transcriber and voice. Exotel shows ten with nine in alpha, ElevenLabs ten with eight tied to its Eleven v4 models, and Smallest AI nine, four of them beta; Gnani.ai and Vapi also show nine, with no beta label.

Can an AI voice agent handle Hinglish on a sales call?

Several say so on their own pages. Sarvam AI says its agents handle code-mixed speech, Exotel’s voicebot page names Hinglish, Bolna names Hinglish, and Smallest AI’s Indian voices code-switch between English and Hindi. Global platforms such as Retell AI and Vapi leave it to the speech provider you choose, so test every combination.

Do I need a 140-series number for AI sales calls in India?

For promotional calls, yes. TRAI’s explanatory memorandum to the 2026 Third Amendment says the 140xx series is “mandated for promotional calls by all the registered Senders and Telemarketers”, while 1600xx and 1601xx are for service and transactional calls. Read it in TRAI’s Third Amendment Regulations, 2026.

Can I use Vapi or Retell AI with an Indian phone number?

Not straightforwardly. Vapi’s own Plivo guide says Indian numbers cannot be used with Plivo on Vapi because of how it reads TRAI rules. Retell AI sells only US and Canada numbers and supports your own carrier over SIP. Prove a call from your registered Indian number before you commit to either.

Which voice AI platforms keep call data in India?

As at 10 October 2026, Sarvam AI says all Voice Agents data stays within India. Bolna and ElevenLabs offer India data residency on enterprise plans. Gnani.ai offers on-premise deployment, and Smallest AI offers it for its speech models. Check what each option requires, because Bolna’s India routing does not apply to calls carried by Twilio.

Is DLT registration enough to start AI cold calling in India?

No. Registration is the first step. You also need a 140-series number, scrubbing against the preference register, and advance written notice to your operator: until the Third Amendment’s A2P rules commence, notice that you use robo-calls; from then on, the substituted regulation 4 declaration of A2P calling and your calling numbers.
