Quick answer: We read the docs of 10 platforms on 30 September 2026. Six supply an Australian number themselves: Synthflow, Voxworks, AiDial, Twilio, Telnyx and Vonage. Four need a +61 number you bring from a carrier: Vapi, Retell AI, Bland and ElevenLabs Agents. Whichever you choose, the caller ID must pass four checks: Rights, Range, Route and Return.
If you typed “I need a voice AI that cold calls Australian prospects from a local 02, 03, 07 or 08 number”, you need two answers. Which platforms can put a +61 geographic or mobile number on an outbound call? And will that call still arrive once carriers apply the anti-scam code C661:2022? Every vendor fact below comes from that vendor’s own documentation. Every legal limb comes from the instrument itself.
Which voice AI platforms can cold call from an Australian local number?
A platform that cannot sell you an Australian number is not ruled out. It means the number, and its paperwork, sit with a carrier you contract yourself.

All ten rows come from the vendors’ own docs, read on 30 September 2026 (links in the source table). In short: for an Australian local caller ID, the platform decides how convenient it is, but the carrier behind it decides whether the call gets through.
The 4R caller-ID test: Rights, Range, Route, Return
Every row above gets you a number. What gets the call delivered, and keeps it lawful, is four questions. We call it the 4R test. Each R maps to a named clause, so you can check a vendor’s answer against the instrument yourself.

One caveat: C661:2022 binds carriers and carriage service providers, not your business. Its limits reach you because your provider enforces them. A note to clause 4.2.1 says it imposes no caller-ID checks on transit or terminating carriers for calls handed over by another carrier or forwarded. So the Rights gate is enforced by the carrier your AI platform dials out through. Why Route is the gate most AI voice stacks miss
The agent platforms here publish infrastructure outside Australia. Vapi lists US and EU SIP hosts, and Synthflow “operates three regions: Global, US, and EU”. That is fine in itself. What matters is where the call meets the phone network, and whether it enters Australia as a domestic call.
C661:2022 addresses this in note 3 under clause 4.2.5: carriers “should not send Inbound International Calls” onward “where the A-Party CLI of an Inbound International Call is showing an Australian Number, unless exceptions apply (as per CA G664:2022)”. The word is should, and there are exceptions, so this is not an absolute block. Twilio turns it into a configuration rule: “Domestic calls that originate from AU calling numbers to AU destinations must use the sydney edge location in order avoid transiting international gateways. Calls that use AU calling numbers that transit international gateways may be blocked.” For Elastic SIP Trunking the format is example.pstn.sydney.twilio.com.
Compare what the AI platforms tell you to type into that field. Retell says to “use a localized termination URI near your region”. Vapi’s worked example uses YOUR_TRUNK_NAME.pstn.dublin.twilio.com and warns you to replace the example values. Neither names the edge for Australia. ElevenLabs notes that Twilio numbers route through us1 “even if the phone number itself is from another country” unless regional routing is set. When an Australian caller ID fails on an offshore AI platform, check the termination URI before you blame the number. Carriers with Australian points of presence pass this gate if you trunk into them: Telnyx advertises “Melbourne and Sydney anchor sites”. Pool-number platforms such as Voxworks handle routing for you.

Synthflow: the fastest Australian number, labelled for testing
Of the five agent-first platforms here (Vapi, Retell AI, Bland, Synthflow and ElevenLabs Agents), Synthflow is the only one that sells Australian numbers directly. Its own guide adds the limit: “For long-term production use, bring numbers from Twilio or another SIP provider so you keep full control over your setup, regional rules, and configuration.” Test on one, but plan to move before production.
Voxworks: Australian numbers and Australian rules built in, but no porting yet
Voxworks says it is “Made in Australia” and has a dedicated page on outbound caller ID. Its API requires a from_number your team holds. Batches skip Australian public holidays by default and check contacts against the Do Not Call Register before dialling. The sentence against it, as at 30 September 2026: “Porting an existing phone number into Voxworks is not yet available — it’s coming soon”. Its SIP page calls porting “Not self-serve today”, recommends forwarding, and asks teams for whom forwarding does not suit to speak to Voxworks. Forwarding brings your office number’s inbound calls in, but only a number your team holds on Voxworks can be the outbound caller ID.
Twilio, Telnyx and Vonage: the carriers under most developer stacks
On Vapi, Retell AI, Bland or ElevenLabs Agents, the Australian number normally comes from one of these three, and all three push you towards their own numbers. Twilio lists, among “best practices to reduce your risk” under the Reducing Scam Calls Code, that calls to Australia “should use a Twilio phone number as the Calling Number”, and still carries a Telstra-specific note: “all Twilio users calling Telstra Australian destinations using Telstra Caller IDs will need to use Twilio Phone Numbers”. Vonage calls domestic calls from non-Vonage numbers “best effort only”. Telnyx accepts a verified non-Telnyx number. The paperwork is real: Twilio’s local-number requirements ask a business for the ASIC long-form extract and an Australian address that is not a PO Box (timelines in how long UK and Australian number KYC bundle approval takes). Telnyx’s pages disagree on speed: “provision them instantly” on its Australia page, “approximately 72 hours” to validate in its requirements article.
ElevenLabs Agents: the verified-caller-ID shortcut has an Australian catch
ElevenLabs lets you place outbound calls from a Twilio Verified Caller ID, describing it as “Ideal for using your existing business number for outbound AI calls”. For Australian destinations, that runs into Twilio’s guidance above. If your existing number matters, port it rather than verify it.
Retell AI, Vapi and Bland: capable, but the Australian number is your job
None of the three sells Australian numbers self-serve. Bland’s API offers US or Canadian numbers and says “For others, please contact support”. Retell is the easiest place to slip: its managed numbers can call Australia, but the prospect sees a US or Canadian number. Its docs also contradict themselves. The purchase page says “Currently we only support purchase of US and Canada numbers”, while the international page says “Retell also offers international numbers to purchase”. We rely on the more specific purchase page. Bland dials from its US pool unless from is a number you own or uploaded from Twilio. Vapi’s free number cannot place outbound calls at all.
AiDial: local numbers offered, and numbers it provisions stay with AiDial
AiDial lists local, mobile and toll-free options and sells outbound calling plans. Its pricing FAQ, written about its AI receptionist number, sets the terms: unless your Scope of Work provides for a customer-supplied or ported number, AiDial provisions the number, “a particular number, prefix or location cannot be guaranteed”, and unless agreed otherwise in writing “the number remains registered to or controlled by AiDial or its provider”. Decide before launch whether you need to keep that number if you leave.

The Australian rules that govern the cold call itself
The 4R test gets a call delivered. Whether you may make it is a separate question. Two instruments answer it, and both reach AI calls (C661:2022, above, governs your carrier). The Standard’s note on the Act’s definition of voice call says it “includes, among other things, a call that involves a recorded or synthetic voice”.
Do Not Call Register Act 2006, section 11
Section 11(1) says you must not make, or cause to be made, a telemarketing call to an Australian number that (a) is on the Register and (b) is not a “designated telemarketing call”. Under section 5(1), a telemarketing call is a voice call to an Australian number where the purpose, or one of the purposes, is to offer or promote goods, services, land, or a business or investment opportunity, to promote a supplier of any of those, or to solicit donations (the regulations can add purposes). The prohibition does not apply in four cases:
- the account-holder or their nominee consented (s 11(2)). Consent means express consent, or consent reasonably inferred from conduct and business and other relationships. Express consent with no stated period is taken to be withdrawn after 3 months, and consent “may not be inferred from the mere fact that the number has been published” (Schedule 2);
- you submitted the number for checking and, in the 30-day period ending on the day of the call, the Register did not report it as registered (s 11(3));
- you made the call by mistake (s 11(4)); or
- you took reasonable precautions and exercised due diligence to avoid the contravention (s 11(5)).
Whoever relies on any of these bears the evidential burden (s 11(6)). Hiring someone else does not move the risk: under s 11(9), whoever contracts another to make the calls is taken to have caused them, and s 12 requires such contracts to include an express term that the caller will comply with the Act. The Schedule 1 exemptions for designated calls cover government bodies, registered charities, political parties, candidates and similar, and educational institutions. For B2B callers, section 14 matters: a number can be registered only if it is used primarily for private or domestic purposes, exclusively for faxes, exclusively by a government body, or is an emergency service number.
Telecommunications (Telemarketing and Research Calls) Industry Standard 2017
The Standard’s rules attach to the call, not to the Register, so washing a list does not switch them off.
- Calling times (s 8(1)). No sales call on a weekday before 9 am or after 8 pm, on a Saturday before 9 am or after 5 pm, or on a Sunday. Research calls have different hours: 9 am to 8.30 pm on weekdays, and 9 am to 5 pm on Saturdays and Sundays (s 8(2)).
- National public holidays (s 8(3)). No calls at all on New Year’s Day, Australia Day, Good Friday, Easter Monday, Anzac Day, Christmas Day or Boxing Day, or on a weekday holiday given in lieu of one. State and territory holidays are not prohibited in themselves, but s 15 preserves any state or territory law that restricts calling times.
- Whose clock (s 8(4)). Times are “at the place that is the usual residential address of the relevant account-holder”. If you learn the person is somewhere else and it is a prohibited time there, s 13(1)(a) says end the call, unless they expressly say they want to continue (s 13(2)).
- The one exception (s 8(5)). The time limits do not apply if the account-holder or their nominee gave express consent in advance to a particular call on that day or at that time, you call only then, and you can show both to the ACMA if it asks.
- Identity at the start (s 9(2)). Give the business name, the name of the person causing the call to be made, and the purpose. The caller’s given name is not required when the call “is made solely using a recorded or synthetic voice”. A synthetic-voice call must offer a way to ask for the contact details in s 9(4) (s 12).
- Caller ID (s 14). CLI must be enabled. The number shown must, if called, let the recipient find out within a reasonable time the business, the person who caused the call and its purpose. It must be “reasonably likely to be capable of receiving a return telephone call” for at least 30 days.
The Federal Register of Legislation shows the Standard in force as at 30 September 2026, with a possible future status of “Repealed” from 1 April 2027 under automatic sunsetting, unless the ACMA remakes it. We track that in Australia’s Telemarketing Standard sunset in 2027.
What hours can an AI agent cold call Australia from one campaign?
Section 8(4) creates a scheduling problem for national lists. A dialler working through 04 mobiles often does not know each person’s residential address, and a mobile prefix gives no clue to the state. Where the address is unknown, the safe choice is to call only when it is lawful in every mainland time zone and Tasmania at once. That window runs from the latest 9 am opening (Perth) to the earliest close (the eastern states).

In daylight time, a 9:00 am Monday start in Sydney is 6:00 am in Perth, three hours before the Standard allows a call there. At the other end, 7:30 pm in Sydney is 6:30 pm in Brisbane, 7:00 pm in Adelaide and 4:30 pm in Perth, all lawful on a weekday. We checked these offsets against the IANA time-zone database for all eight mainland and Tasmanian capitals. The window excludes Lord Howe Island, which is 30 minutes ahead of Sydney outside daylight time and so closes the standard-time window at 7:30 pm Sydney, and external territories. Where you know the residential address, schedule by it. Where you don’t, the national-safe window is 8 weekday hours in daylight time and 9 outside it. For example, Voxworks batches default to Monday to Friday, 9:00 to 17:00, in one timezone per batch. A batch set to Sydney time would start at 6:00 am Perth time during daylight time, so split lists by state or narrow the hours.
Who each option is wrong for
- Retell-managed numbers: wrong if the prospect must see an Australian number.
- Synthflow’s bought number: wrong as a long-term production identity, by Synthflow’s own guidance.
- Voxworks: wrong today if the caller ID must be your existing office number and you need a self-serve port, until porting ships.
- Twilio Verified Caller IDs (the ElevenLabs shortcut): wrong for a Telstra-held number calling Telstra customers, by Twilio’s own note.
- AiDial: wrong if you must own a number AiDial provisions. Have your Scope of Work provide for a customer-supplied or ported number instead.
- Vapi, Retell AI, Bland and ElevenLabs Agents: wrong for teams with nobody to run a carrier account, a regulatory bundle and a Sydney-edge trunk.

The right one passes the 4R test on your setup: a number you hold the rights to, from a geographic or mobile range, routed into Australia domestically, that answers when called back. Of the 10 platforms we read on 30 September 2026, Synthflow, Voxworks, AiDial, Twilio, Telnyx and Vonage supply Australian numbers themselves. Vapi, Retell AI, Bland and ElevenLabs Agents need a +61 number from a carrier.
Can I use my existing office number as my AI agent’s caller ID?
Usually only if you port it to the carrier your AI platform calls through. Twilio’s Australia voice guidelines say calls to Australian destinations “should use a Twilio phone number as the Calling Number”, and that Twilio users calling Telstra destinations with Telstra caller IDs need Twilio numbers. Vonage calls non-Vonage domestic caller IDs “best effort only”. Voxworks says porting in is not yet available, as at 30 September 2026.
Why are my AI agent’s calls with an Australian caller ID not connecting?
Check the route before the number. If your AI platform ends its outbound SIP trunk on a US or European carrier edge, the call can reach Australia as an international call showing an Australian number. Industry code C661:2022 says carriers should not pass such calls on unless exceptions apply, and Twilio says calls with Australian caller IDs must use its Sydney edge or “may be blocked”.
What hours can an AI agent make sales calls in Australia?
Under section 8 of the Telecommunications (Telemarketing and Research Calls) Industry Standard 2017, sales calls may be made 9 am to 8 pm on weekdays and 9 am to 5 pm on Saturdays. Never on Sundays, the seven national public holidays or a weekday holiday given in lieu of one, unless the account-holder or their nominee consented in advance to a call at that time (s 8(5)). Times follow the account-holder’s usual residential address. If you do not know it, a list covering the mainland and Tasmania is safe on weekdays from 12 pm to 8 pm Sydney time in daylight saving, or 11 am to 8 pm outside it.
Do I need to wash business phone numbers against the Do Not Call Register?
A number can be registered only if it is used primarily for private or domestic purposes, exclusively for faxes, exclusively by a government body, or is an emergency service number, so most company lines cannot be on it. A sole trader’s mobile used mainly for personal calls can be. Section 11 turns on whether the number is registered, not on how you would classify it, so wash B2B lists too. The Telemarketing Standard’s hours, identification and caller-ID rules still apply to every sales call, registered or not.
Does an AI cold caller have to say it is an AI in Australia?
The Telemarketing Standard 2017 has no clause worded as an AI disclosure. It requires the call to give the business name, the name of the person who caused the call and its purpose as soon as it starts. It excuses the caller’s given name when the call is made solely with a synthetic voice, and requires a way to ask for contact details. Other laws may add duties.
