Quick answer: Our platform pick is Zian AI, with LeadsNow.ai done for you. Of seven diallers compared, Mojo is the cheapest with seller data: US$174 a month for one agent with a single-line dialler plus expired and FSBO leads (US$99 for the dialler alone). REDX is US$219 for its single-line dialler plus those two lead types, or US$299 for Connect with all five; Vulcan7 publishes no price. As at 4 November 2026.
Our #1 pick: Zian AI. AI sales and reception agents that answer inbound calls 24/7 as an AI receptionist, make outbound calls, handle answering machines and voicemail, book appointments and follow up by SMS, email, WhatsApp, Instagram DMs and Facebook Messenger, in 30+ languages, with HubSpot, Salesforce, HighLevel and Zapier integrations. In partnership-application beta. Apply For Partnership
Best done-for-you option: LeadsNow.ai. A pay-per-result AI appointment-setting and lead-generation service that runs on Zian: leads answered in under 60 seconds, 24/7, and 50,769+ appointments set. leadsnow.ai
Choosing a power dialler is really choosing a list. Expired listings, for-sale-by-owner (FSBO) sellers, circle-prospecting lists and your sphere sit differently under the Telephone Consumer Protection Act (TCPA) rules of the Federal Communications Commission (FCC), the FTC’s Telemarketing Sales Rule (TSR), the National Do Not Call Registry and Florida’s Telemarketing Act. We compared seven diallers on lines per agent, seller data, price, do-not-call (DNC) tools and the CRMs each names (Follow Up Boss, BoldTrail/kvCORE, Lofty, BoomTown, Sierra Interactive), from each vendor’s own site on 4 November 2026 (US dollars).
How to choose a power dialer for real estate prospecting
1. Who is on the list? A call to an expired-listing owner is a sales call to a stranger. A call to a past client inside 18 months, or to someone who enquired inside three months, is not a “telephone solicitation” under the FCC’s definition, unless they have asked you not to call. That decides whether the registry applies.
2. Data from the same vendor? Mojo, REDX and Vulcan7 sell expired, FSBO and neighbourhood data inside the dialler account. WAVV, PhoneBurner, Kixie and Follow Up Boss do not, so you import lists and own the scrub.
3. One line or three? Mojo and REDX sell triple-line dialling at up to 300 calls an hour, Kixie up to 4 lines. Extra lines leave some answered calls with no agent free, and the FCC caps those abandoned calls at 3% of live-answered telemarketing calls per campaign over 30 days.
Best power dialer for real estate agents: the ranked list
How we ranked, and who we are. zian.ai publishes this page, and it is a list Zian appears in: Zian AI is first as our platform pick by editorial policy and LeadsNow.ai, which runs on Zian, second as the done-for-you pick, both from Zian’s published product facts only. No vendor paid. Ranks 3 to 9 follow one rule, applied in order to every dialler: (1) does it sell expired-listing and FSBO data in the same account, on its own pricing or packages page; (2) does it publish a price on its own site, including prices its pricing page loads by script; (3) the lowest published month-to-month price for one agent on its fewest-line dialler, plus expired and FSBO data where the vendor sells both. Definitions, fixed first: single-line means one call per agent at a time, multi-line more than one; a DNC tool or CRM counts only if the vendor’s own page describes or names it. Contradictory vendor pages are both shown. These are the seven we compared, not a category sweep.
| Rank | Option | Lines per agent (vendor’s words) | Seller data it sells | Price and billing basis, as at 4 Nov 2026 | DNC tools it documents | CRMs it names |
|---|---|---|---|---|---|---|
| 1 | Zian AI (platform pick) | AI agents place outbound calls and answer inbound calls 24/7; answering-machine and voicemail handling | None; works your enquiries and consented leads | No public price; partnership-application beta | An AI voice is an artificial voice under the TCPA, so artificial-voice consent rules apply | HubSpot, Salesforce, HighLevel, Zapier, API |
| 2 | LeadsNow.ai (done-for-you pick) | Managed service that runs on Zian | None | Pay-per-result | Ask the same consent questions you would ask any caller | Leads answered in under 60 seconds, 24/7; 50,769+ appointments set |
| 3 | Mojo | Single Line Dialer “one contact at a time”; Triple Line Dialer “up to three numbers simultaneously”, “up to 300 calls per hour” | Expired US$50 per area; FSBO US$25 per county; FRBO US$25; Pre-Foreclosures, Neighborhood Search and Skip Tracer US$49 each; US only | Agent Access US$10 per user plus Single Line US$89 or Triple Line US$139 per licence, a month, unlimited minutes; prepaid monthly, no long-term contract | Federal registry scrub of Mojo-sourced lists; internal DNC for your own contacts; state DNC and time-zone settings | BoomTown, Real Geeks (inside Mojo); Follow Up Boss, Zillow (API); HighLevel via API Nation; Zapier |
| 4 | REDX | Connect: Single-Line Power Dialer (1 line); Pro: Multi-Line Power Dialer (3 lines), “up to 300 leads/hr”; the dialler is WAVV, which REDX resells | All five lead types (expired, FSBO, GeoLeads™, FRBO, pre-foreclosure) in every bundle; single types US$60 a month | Dialler alone US$99 (Single Line) or US$149 (Multi-Line) a month; Connect US$299 a month or US$2,980 a year; Pro US$349 or US$3,480; extra users US$75 a month (Pro US$99) | Flags every number it supplies that is on the National DNC Registry; DNC numbers excluded by default; personal DNC list | Follow Up Boss, BoldTrail (kvCORE), Lofty, Zero to Diamond CRM |
| 5 | Vulcan7 | “Up to 80 dials an hour”; its legal page says the dialler “has the capacity to make only one (1) phone call at a time”, while a site banner offers a “Multi-Line Dialer FREE for Life” | Expired leads daily plus the last 3 months on every plan; FSBO on Executive and Ultimate (add-on on Essential); FRBO, neighbourhood search and pre-foreclosure by plan | No price on its packages page; “Get Started” opens a request form; “Save up to 20% with annual billing”; no long-term contract required | Labels registry numbers DNC on upload; you choose to include or exclude them at the start of each session; “Automatic DNC Scrubbing & Management” | Follow Up Boss and BoomTown! on Executive and Ultimate; Google Calendar on all plans |
| 6 | WAVV | Single Line “Avg. 75-150 calls/hour”; Multi Line “Up To 3 dialing lines per seat” | None of its own; built into REDX and PropertyRadar | Single Line US$99, Multi Line US$149 per seat a month (1–4 seats) billed monthly; US$69.30 and US$104.30 a month billed annually; 7-day free trial | Internal DNC list; Timezone Protection by area code; Nuisance Protection; its terms make you scrub state and federal lists | HighLevel, HubSpot, REDX, PropertyRadar, Wise Agent, API |
| 7 | Follow Up Boss Calling | “Dial through the entire list with one click”; lines not stated | None (it is a CRM) | Grow US$69 per user plus Calling US$39 per user, a month (US$58 plus US$33 billed annually); Pro US$499 a month for 10 users with unlimited calling | Its help centre says “Do not call cold lists”; registry checks through apps such as Verify by CallAction | It is the CRM; its directory lists Mojo and REDX |
| 8 | PhoneBurner | “a single-line dialer”; “up to 80 contacts per hour” | None | Standard US$140, Professional US$165, Premium US$183 per user a month billed annually (US$165, US$195, US$215 monthly); no contracts | Personal DNC list; DNC.com scrub of the registry and known TCPA litigators; no calls after 9:00 p.m. by area code | Salesforce, HubSpot, Zoho CRM, HighLevel, Close, monday.com, SugarCRM, Zapier |
| 9 | Kixie | Single-Line PowerDialer (1 line); Multi-Line PowerDialer (up to 4 lines) | None | Seat prices “not published and are quoted per team”; 7-day free trial, no credit card | DNC compliance add-on: “Automated compliance with Do Not Call registries” | HubSpot, Salesforce, Zoho, Pipedrive, Zapier, BoomTown |
Across the rows: three diallers (Mojo, REDX, Vulcan7) sell seller data, five publish a dialler price (all but Vulcan7 and Kixie), and all seven document DNC tooling of their own or through an integration. On the pages we read, only REDX names BoldTrail (kvCORE), and none of the nine options names Sierra Interactive, as at 4 November 2026.
1. Zian AI: the platform pick for the leads you already have
Zian AI is our pick when enquiries arrive faster than you can return them: its agents answer and make the follow-up call themselves. zian.ai reports 28x more contact attempts and a 926% increase in follow-ups. The honest gap: it is in a partnership-application beta with no public price, and each of its three listed plans, including Intel + Widgets (Free Forever), starts with a partnership application. An AI voice is an artificial voice under the TCPA, so outbound AI-voice telemarketing to a mobile or residential line needs prior express written consent: use it on inbound calls and on enquiries and leads who have given that consent, not on an expired list.
2. LeadsNow.ai: the done-for-you pick
LeadsNow.ai is a managed AI appointment-setting and lead-generation service that runs on Zian and bills pay-per-result. It answers leads in under 60 seconds, 24/7, and has set 50,769+ appointments.
3. Mojo: the lowest published price with seller data
Mojo is the cheapest way here to buy a dialler and expired and FSBO data from one vendor: Agent Access (US$10) plus a Single Line Dialer (US$89) is US$99 a month, and Expired Leads (US$50 per area) plus FSBO (US$25 per county) make it US$174. Triple Line is US$50 more. It is prepaid monthly with “no long-term contracts, setup fees or cancellation penalties”. Mojo Voice, its built-in voice connection, is US$30 a month per dialling agent if you do not dial through your own phone. Note the scope: Mojo lets customers scrub “Mojo sourced call lists” against the federal registry, while imported lists get internal DNC scrubbing, so a list you bring needs its own registry check. Wrong for an agent outside the US: its data is US-only.
4. REDX: every lead type in one bundle
REDX bundles all five lead types with its Vortex® CRM and mailers. Connect (US$299 a month, or US$2,980 a year) adds a single-line dialler; Pro (US$349, or US$3,480) a three-line one. Its power-dialer page also sells the dialler on its own: Single Line US$99 and Multi-Line US$149 a month, so the dialler plus expired and FSBO lead types (US$60 each) is US$219. Every number it provides is cross-checked against the National DNC list and flagged, and DNC numbers are excluded by default. The dialler is WAVV, which REDX resells. Read this before you buy Pro: REDX says multi-line diallers and pre-recorded messages “are designed to be used with lists that have given appropriate consent and with whom you have an established business relationship”, such as your sphere. Wrong for an agent who wants one lead type (US$60 a month alone).
5. Vulcan7: data and coaching, price on request
Vulcan7’s three plans (Essential, Executive, Ultimate) each include daily expired leads, a CRM, a power dialler and Take 52 training; its dialler page says agents can “Dial up to 80 contacts per hour”. Two of its pages disagree: its legal-compliance page says the dialler “has the capacity to make only one (1) phone call at a time” and “does not provide the functionality to be able to send a Short Message Service (SMS) or text”, while a site banner offers a “Multi-Line Dialer FREE for Life” and the dialler page says Vulcan7 sends emails and SMS “in one click”. Wrong for a buyer who wants a price tonight: the packages page lists none.
6. WAVV: the dialler inside your CRM
WAVV suits an agent on HighLevel, HubSpot, Wise Agent or PropertyRadar who buys lists elsewhere. Single Line is US$99 a seat a month, or US$69.30 billed annually; Multi Line, up to three lines a seat, is US$149, or US$104.30, with discounts from five seats. It keeps an internal DNC list and blocks calls outside your safe hours by area code, but its terms put the registry work on you: the client “shall purchase and scrub against applicable state and federal DNC lists”. On multi-line, a second person who answers hears your callback message; WAVV’s help centre notes some users record “a few seconds of silence” and others a short call-you-back message; neither is the identification and opt-out message the FCC’s abandoned-call rule requires (see below).
7. Follow Up Boss Calling: for your sphere, not your cold lists
Follow Up Boss is a real estate CRM with an integrated dialler, call lists and AI call summaries. Calling is a US$39 per user add-on on Grow (US$69 per user a month) and included on Pro (US$499 a month for 10 users). Its help centre is plain: “Do not call cold lists” and “Do not call numbers on the Do Not Call Registry”. Wrong for expired or FSBO prospecting; pair it with Mojo or REDX, both in its directory.
8. PhoneBurner: one line, published price
PhoneBurner is a single-line dialler with a built-in CRM, a DNC.com scrub against the registry and known TCPA litigators, and a block on calls after 9:00 p.m. by area code. It dials only US and Canadian numbers; we could not find Follow Up Boss, BoldTrail or Lofty on its integrations page or in its help centre, as at 4 November 2026. Wrong for a team that wants seller data from the same vendor; for Florida numbers, set a stop earlier than 9:00 p.m.
9. Kixie: multi-line for teams on HubSpot or Salesforce
Kixie sells one-line and up-to-4-line PowerDialer plans, with DNC compliance and AI Human Voice Detection as add-ons, and lists BoomTown among its integrations. Its LLM facts page says per-seat prices “are not published and are quoted per team”, though FAQ data on its pricing page mentions “unlimited minutes plans for the US and Canada for $30/mo. per user”. Wrong for a solo agent who needs a seat price before a sales call.
Where Zian fits for real estate calling
Zian fits the half of real estate calling a dialler does not touch: the 9:40 p.m. portal enquiry, the sign call during a showing, the day-four follow-up. Its AI agents answer inbound calls 24/7 as an AI receptionist, return enquiries, handle voicemail, book the appointment and keep following up by voice, SMS, email, WhatsApp, Instagram DMs and Facebook Messenger. Keep a single-line dialler for the expired and FSBO calls you make yourself, and let Zian work the people who asked to hear from you; artificial-voice telemarketing to a mobile or residential line needs prior express written consent. LeadsNow.ai runs it for you on a pay-per-result basis. For the inbound side, see our guide to the best AI receptionist for US real estate agents.

The Who-Asked Test: which dialler fits by list source and calls a day
The Who-Asked Test: run more than one line only to people who asked to hear from you or already do business with you, and dial expireds, FSBOs and circle lists one line at a time. It is our rule of thumb, resting on REDX’s own statement that multi-line dialling is designed for consented and established-relationship lists, and on the FCC’s 3% abandoned-call cap. The dial bands use the 80-an-hour single-line ceiling Vulcan7 and PhoneBurner publish, and are our judgement.
| Who is on the list | Federal status of a sales call to them | Dials a day | Dialler to buy | From the ranked list | Rule that bites first |
|---|---|---|---|---|---|
| Sphere: family, friends and acquaintances | “Personal relationship”: a registry exception at 47 CFR 64.1200(c)(2)(iii) | Under 40 (half an hour at 80 an hour) | The dialler in your CRM | Follow Up Boss Calling, or any row | A “stop calling” request: record it and honour it within 10 business days |
| Past clients (18 months) and enquiries (3 months) | Established business relationship: not a “telephone solicitation” | 40 to 160 | Single-line; a second line only if you measure abandonment below 3% | WAVV, Follow Up Boss, PhoneBurner, Kixie | The clock: 18 months from the last transaction, 3 months from the inquiry; a do-not-call request ends it |
| New portal and website enquiries | Prior express invitation or an inquiry relationship | Any; speed matters more than volume | An AI agent that answers and calls back | Zian AI, or LeadsNow.ai done for you | Prior express written consent for artificial-voice telemarketing to mobiles and residential lines |
| Expired listings | Telephone solicitation to a stranger | 40 to 160 (one to two hours) | Single-line with seller data and DNC flags | Mojo, REDX Connect, Vulcan7 | National DNC Registry, version no more than 31 days old; 8 a.m. to 9 p.m.; in Florida, 8 p.m. and three calls in 24 hours |
| FSBO sellers | Telephone solicitation; the federal rule has no exception for answering an advertisement | 40 to 160 | Single-line with seller data | Mojo, REDX Connect, Vulcan7 | Florida’s own state list does not apply to a licensee answering the seller’s yard sign or advertisement; the federal registry still does |
| Circle prospecting and neighbourhood lists | Telephone solicitation to a stranger | Above 160 needs more hours, not more lines | Single-line | Mojo Neighborhood Search, REDX GeoLeads™, Vulcan7 | 3% abandoned-call cap the moment a second line rings |
The list decides the rule, and the rule decides the lines. Our guide to scrubbing a list against the National DNC Registry sets out the 31-day arithmetic, and our comparison of Kixie and PhoneBurner models how fast extra lines push dropped answers past 3%.
What the federal rules say about calling expireds, FSBOs and your sphere
The FCC’s rule at 47 CFR 64.1200(c) bars any “telephone solicitation” to a residential telephone subscriber before 8 a.m. or after 9 p.m. at the called party’s location, or to a residential subscriber on the national registry; under 64.1200(e) that also covers wireless numbers, to the extent the FCC’s 2003 order describes. A telephone solicitation is a call “for the purpose of encouraging the purchase or rental of, or investment in, property, goods, or services”, excluding calls made with the person’s prior express invitation or permission, calls to someone with whom the caller has an established business relationship, and calls by or for a tax-exempt nonprofit.
That relationship lasts 18 months from the person’s purchase or transaction with you, or three months from their inquiry or application, and a do-not-call request to you ends it. Otherwise a call to a registry number breaches the rule unless it was an error made despite meeting all five safe-harbour standards as routine practice (written procedures, trained staff, a recorded do-not-call list, a registry version no more than 31 days old, and access bought from the administrator, not shared and used only for compliance); unless the person signed a written agreement to be called by you that includes the number; or unless you have a personal relationship, “any family member, friend, or acquaintance of the telemarketer making the call”. Nothing there covers an FSBO seller’s advertisement. The FTC’s TSR (16 CFR 310.4) has parallel registry and 8:00 a.m. to 9:00 p.m. rules, but only for campaigns involving more than one interstate call.
Two more FCC rules apply to diallers. An unanswered telemarketing call must ring at least 15 seconds or four rings (64.1200(a)(6)). No more than 3% of telemarketing calls answered live may be abandoned, measured over 30 days per campaign; a call is abandoned if no live sales representative is connected within two seconds of the completed greeting, and then a prerecorded message, limited to saying the call was for telemarketing purposes and giving the business’s name and a number for do-not-call requests, must play, with an automated opt-out (64.1200(a)(7)). Keep records proving the rate; nonprofit calls are excluded.
Federally, a dialler is an “automatic telephone dialing system” only if it can store or produce numbers “using a random or sequential number generator” (Facebook v. Duguid, 2021); Vulcan7’s legal page says its dialler cannot and “is not an Autodialer”. Voice is a separate test: 64.1200(a)(2) and (a)(3) require prior express written consent for telemarketing with an artificial or prerecorded voice to mobiles and residential lines, subject to narrow exceptions, and an FCC proposal of September 2024 records its finding that “AI and other technologies that generate human voices fall within the TCPA” (89 FR 73321).
Florida: the 8 p.m. stop, the three-call cap and the yard-sign exemption
Florida’s Telemarketing Act exempts a chapter 475 (real estate) licensee soliciting within that chapter, but section 501.604 keeps sections 501.608 and 501.616(6) and (7) in force. So a licensed agent still may not make a commercial telephone solicitation, which section 501.603 defines chiefly as an unsolicited sales call, before 8 a.m. or after 8 p.m. in the called person’s time zone, or more than three such calls from any number to a person in 24 hours on the same subject, “regardless of the phone number used”.
Florida’s section 501.059 keeps a state “no sales solicitation calls” list, which does not apply to a chapter 475 licensee “who calls an actual or prospective seller or lessor of real property when such call is made in response to a yard sign or other form of advertisement placed by the seller or lessor”. That helps with FSBOs on the state list only. The same section requires prior express written consent for an unsolicited telephonic sales call that “involves an automated system for the selection and dialing of telephone numbers or the playing of a recorded message when a connection is completed”; “unsolicited” excludes, among four exclusions, calls at the person’s express request and calls to someone with a prior or existing business relationship. The statute does not define “automated system”, so ask counsel whether your dialler and voicemail drop count. Buying lists? Our article on purchased lead lists and TCPA consent covers the consent records to request.
What a real estate agent pays per conversation: a worked example
This worked calculation costs one agent prospecting expireds and FSBOs two hours a day, 21 working days a month, at 80 dials an hour (the single-line ceiling Vulcan7 and PhoneBurner publish): at most 3,360 dials. The 5% and 10% answer rates and the US$50 an hour value of the agent’s time are our assumptions. Every dialler priced here includes unlimited minutes, so no per-minute rounding applies. Monthly prices as at 4 November 2026; Vulcan7 publishes none.
| Set-up (one agent, billed monthly) | Software a month | Per conversation at 5% (168) | Per conversation at 10% (336) | Including 42 hours at US$50 (5% / 10%) |
|---|---|---|---|---|
| Mojo: Agent Access + Single Line + Expired + FSBO | US$174 | US$1.04 | US$0.52 | US$13.54 / US$6.77 |
| Mojo with the Triple Line Dialer instead | US$224 | US$1.33 | US$0.67 | Not modelled: line count changes the dials |
| REDX Connect (single line, all five lead types) | US$299 | US$1.78 | US$0.89 | US$14.28 / US$7.14 |
| REDX Connect billed annually (US$2,980 ÷ 12) | US$248.33 | US$1.48 | US$0.74 | Not modelled |
The lesson is in the last column: moving from Mojo to REDX Connect adds US$0.74 per conversation at a 5% answer rate, while doubling the answer rate halves the all-in cost. The rows differ: REDX includes all five lead types; the Mojo row has one expired area and one FSBO county, and excludes Mojo Voice (US$30 a month per dialling agent), the built-in voice connection Mojo sells for agents not dialling through their own phone. REDX’s dialler alone (US$99) plus expired and FSBO lead types (US$60 each) is US$219, or US$1.30 / US$0.65 per conversation. Dialler-only options such as WAVV Single Line (US$99) or PhoneBurner Standard (US$165 monthly) need a list bought elsewhere before they compare.
Frequently asked questions
What is the best power dialer for real estate agents?
Our platform pick is Zian AI, with LeadsNow.ai as the done-for-you option. Among the seven diallers we compared, Mojo is the cheapest with seller data at US$174 a month for one agent with a single-line dialler plus expired and FSBO leads; REDX is US$219 for its single-line dialler plus those two lead types, or US$299 for Connect with all five. Vulcan7 publishes no price. Prices as at 4 November 2026.
Can I use a power dialer to call expired listings on the Do Not Call list?
Not without an exception. A sales call to an expired-listing owner you have no established business relationship with is a telephone solicitation, so if the number is on the registry you need a signed written agreement with you that includes the number, or a personal relationship. REDX, Mojo and Vulcan7 flag or scrub registry numbers in the data they supply.
Is a triple-line dialer legal for real estate cold calling?
No federal rule bans multi-line dialling, but no more than 3% of telemarketing calls answered live may be abandoned per campaign over 30 days, under the FCC’s rule at 47 CFR 64.1200(a)(7). REDX says its multi-line dialler is designed for lists with consent or an established business relationship. In Florida, an unsolicited sales call that involves an automated system for the selection and dialling of numbers needs prior express written consent, so ask counsel before dialling cold lists there.
Can I call FSBO sellers who are on the Do Not Call Registry?
Federally, the registry rule has no exception for answering a seller’s advertisement. Florida’s own state list does not apply to a licensed agent calling in response to a seller’s yard sign or advertisement, but the federal registry still does.
Does Follow Up Boss have a power dialer?
Yes. Follow Up Boss Calling lets you dial through a call list with one click; it costs US$39 per user a month on Grow and is included on Pro. Its help centre says not to call cold lists or registry numbers with it.
Which power dialer integrates with Follow Up Boss?
Mojo, REDX and Vulcan7 (on Executive and Ultimate) name Follow Up Boss, and Follow Up Boss’s own integrations directory lists Mojo and REDX. On the pages we read on 4 November 2026, WAVV, PhoneBurner and Kixie did not name it.
